Community Health Improvement Transitioning Programs

The Department of State Health Services maintains this web page, but the 84th Legislature made structural changes to the Health and Human Services system including transitioning the below DSHS functions to the Health and Human Services Commission (HHSC).

Breast and Cervical Cancer Services

The Breast and Cervical Cancer Services program helps fund clinics across the state to give quality, low-cost and accessible breast and cervical cancer screening and diagnostic services to women. Eligible clients receive these services for free.

Case Management

Reduce morbidity and mortality among infants, encourage consistent and proficient use of cost-effective medical care, and to assist eligible individuals/families to gain access to needed medical, social, educational, nutritional and vocational programs.

Children with Special Health Care Needs (CSHCN)

The CSHCN benefits program is administered by the Health and Human Services Commission provides services and benefits to clients age 20 and younger who have special health care needs and people with cystic fibrosis of any age to improve their health, well-being and quality of life.

The Children with Special Health Care Needs Systems Development Group, administered by the Texas Department of State Health Services, works to strengthen community-based services to improve systems of care for children and youth with special health care needs (CYSHCN).

Community Health Services Contract Management

Responsible for the management of client service contracts and the provision of health-related services.

Epilepsy Services

The Epilepsy Program works with providers and clinics in Texas to ensure eligible Texas residents with epilepsy or seizure-like symptoms can get comprehensive outpatient services to prevent, detect and treat health problems.

Family Planning

The Family Planning Program helps fund clinic sites across the state to provide quality, comprehensive, low-cost and accessible family planning and reproductive healthcare services to women and men in Texas.

The newly redesigned HealthyTexasWomen.org makes it easier to get information about women's healthcare services Texas Health and Human Services offers.

Hemophilia Assistance Program

The Hemophilia Assistance Program provides limited financial assistance to persons (age 21 and older) who have been diagnosed with Hemophilia and meet other program eligibility requirements for blood factor products through approved providers.

Indigent Health Care

The Indigent Health Care and Treatment Act (Chapter 61 of the Health and Safety Code) defines the responsibilities of counties, hospital districts, and public hospitals in providing medical care to residents who are considered indigent.

Kidney Health Care (KHC)

Kidney Health Care is a statewide program that helps Texans with end-stage renal disease pay for their treatment, including dialysis treatments, access surgery, drugs, travel to transplant or dialysis services, and Medicare premiums.

Primary Health Care

The Primary Health Care Program Services Program works with clinic sites across Texas to ensure eligible Texas residents can get comprehensive primary health care services, to prevent, detect and treat health problems. The PHC Services Program serves men, women and children.

Quality Management

Responsible for assuring that contractors funded by the Texas Department of State Health Services (DSHS) meet standards and requirements of the department.

Texas Health Steps - THSteps (EPSDT)

Texas Health Steps (EPSDT) was transferred to the Health and Human Services Commission in September 2016, as a result of agency structural changes passed by the 84th Texas Legislature. The transition of all website information pertaining to THS from the DSHS website to the HHSC website was finalized in late August 2019.  To ensure providers and Medicaid recipients have access to the information and resources they need please visit the website linked at left.
