Texas Inpatient Public Use Data File (PUDF)

In accordance with Health and Safety Code, Section 108.012(b),"the council (department) may charge a person requesting public use or provider quality data a fee for the data. The fees may reflect the quantity of information provided and the expense incurred by the council in collecting and providing the data and shall be set at a level that will raise revenue sufficient for the operation of the council (department's program). The council (department) may not charge a fee for providing public use data to another Texas state agency.

The Texas Public Use Data File (PUDF) contains data on discharges from Texas hospitals. Data are available by quarter beginning with data for 1999. The PUDF has been released through second quarter 2023. The third quarter 2023 is tentatively scheduled to be released in July 2024. 
 
Purchasing the PUDF requires a completed Order Form, which includes a Data Use Agreement. Information on the data fields is included in the user manuals available below. The data files for data released after 2004 include 255 data fields in a base data file and 13 data fields in a detailed charges file. Data files for years before 2004 include only 205 data fields. The user manual for fourth quarter 2015 is only for this quarter, User Manual, 4Q2015. The user manual for the first through third quarter 2015 data is in User Manual, 2015. The 2023 PUDF contains data on hospital inpatient discharges and includes:

  • First quarter, 696 hospitals
  • Base data: 790,235 records
  • Charges data: 15,178,746 records
  • Second quarter, 700 hospitals
  • Base data: 792,582 records
  • Charges data: 15,084,398 records

The 2022 PUDF contains data on hospital inpatient discharges and includes:

  • First quarter, 696 hospitals
  • Base data: 742,698 records
  • Charges data: 14,180,835 records
     
  • Second quarter, 699 hospitals
  • Base data: 755,432 records
  • Charges data: 14,098,476 records
     
  • Third quarter, 697 hospitals
  • Base data: 792,667 records
  • Charges: 14,670,366 records
     
  • Fourth quarter, 699 hospitals

The Public Use Data File (PUDF) for 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014. 2015, 2016 and 2017, in fixed-length and tab-delimited format, are available for free download. Submit an order form.

Technical Update

Outpatient data records (Type of Bill is 131) from four different facilities were submitted, certified and included in the inpatient dataset for the second quarter 2020.

The list of those Record IDs of outpatient dataset that were included in the inpatient dataset can be found at the link below.

An update has been released for the third quarter 2019 following files: “PUDF_base1_3Q2019.txt” and PUDF_base1_3Q2019_tab.txt”; “PUDF_base2_3Q2019.txt” and “PUDF_base2_3Q2019_tab.txt” and the "PUDF_charges_3Q2019.txt" and PUDF_charges_3Q2019_tab.txt files. Eleven facilities submitted incorrect charge data, where the numbers reported were 100 times higher. The update contains the correct reporting of those facilities charge data. The following Excel Spreadsheet contains three tabs representing the three PUDF files: Charges, Base 1 and Base 2. 

The header of each tab contains the Record ID and the applicable Data Element Title that needs to be replaced in the associated file. Released August 14, 2020

An update has been released for the first quarter 2019 “Facility_type1q2019.txt” and “Facility_type1q2019_tab.txt” files. A number of facilities that submitted data were not included in those files. The update contains the correct reporting of the facilities and facility type information for the 1Q2019 Inpatient Facility Type files. All other data files were correctly reported and in the appropriate data files. Released February 10, 2020

An update has been released for the first quarter 2017 Inpatient /Outpatient data dictionary. The previous released version in the 1Q2017 CD/DVD discs (Last Updated: December, 2017) has been found that the coding scheme for the data element PAT_STATUS was misaligned. The updated data dictionary contains the correct code scheme for PAT_STATUS.

An update has been released for the third quarter 2016 Inpatient Status Reports. The facilities listed in the update were assigned an erroneous status. The update contains the correct reporting status for each facility.

An update has been released for the third quarter 2012 file. The records identified in the update are duplications of Outpatient claims and should be deleted from your copy of the Quarter 3 2012 Inpatient Public Use Data File (PUDF).

Fourth quarter 2011 Inpatient computer disks (4Q2011 Inpatient CD) did not include the Facility Type files. December 17, 2012.

Records for additional discharges in Quarter 2, 2010 have been found to be duplicated in the data for Quarter 3, 2010. The following update includes the Record ID for those duplicate records that should be deleted from your copy of the Quarter 3 Public Use Data File (PUDF). September 7, 2011.

Records for additional discharges in Quarter 4, 2009 have been found to be duplicated in the data for Quarter 1, 2010. The following update includes the Record ID for those duplicate records that should be deleted from your copy of the Quarter 1 Public Use Data File (PUDF). August 19, 2011.

Records for some discharges in Quarter 4, 2009 were inadvertently duplicated in the data for Quarter 1, 2010. The following update includes the Record ID for those duplicate records that should be deleted from your copy of the Quarter 1 Public Use Data File (PUDF). May 18, 2011.

Records for some discharges in Quarter 1, 2009 were inadvertently duplicated in the data for Quarter 2, 2009. The following update includes the Record ID for those duplicate records that should be deleted from your copy of the Quarter 2 Public Use Data File (PUDF). September 9, 2010.

Updates to correct missing uniform physician identifiers have been released for the second, third and fourth quarter 2007 Public Use Data Files (PUDF) and the first, second and third quarter 2008 PUDF. The updates include uniform identifiers for the Attending Physician and Operating Physician fields, ATTENDING_PHYSICIAN_UNIF_ID and OPERATING_PHYSICIAN_UNIF_ID, that were set to missing in the original files. An update has been released for the second quarter 2006 Public Use Data File (PUDF). It updates county codes, ZIP codes and Public Health Regions that were set to missing in the original file. Use the update to correct your copy of the PUDF. For more information please contact THCIC Staff.

An update has been released for the third quarter 2004 Public Use Data File (PUDF). The update includes those records for which the 3M APR-DRG grouping was corrected. This correction was necessitated because some records were not grouped with Version 20 of the APR-DRG Grouper. The files include the Record ID and four additional data elements: APR-DRG code, APR-MDC, Severity of Illness, and Risk of Mortality. Use the update to correct your copy of the PUDF.

Updates have been released for the 2003 PUDF. The updates include Patient Status codes for those records where the patient status was incorrectly indicated as invalid. The files contain the 12-digit Encounter ID and the 2-digit Patient Status Code. Use the files to update your copy of the PUDF. September 23, 2005

The User Manuals for 1999, 2000 and 2001 have been updated to correctly document the data field ADMIT WEEKDAY. The values for this data field should be interpreted as:

  • Monday
  • Tuesday
  • Wednesday
  • Thursday
  • Friday
  • Saturday
  • Sunday

The list of organizations includes a variety of organizations that use the data for analysis. The listing includes recipients from calendar year 2022 through calendar year 2023. This list is updated annually. (February 7, 2024)
