What is CMPS?

CMPS is part of the Department of State Health Services (DSHS) Contracts Process Improvement Initiative that began in 2011. The purpose of the Initiative was to find an easier and faster way to administer contracts in the agency.

CMPS is a web-based system for managing DSHS client services sub-recipient contracts. The benefits of CMPS will initially include automated notifications, electronic contract renewals, e-signature capabilities, streamlined payments, and contract amendments.

With a few exceptions, DSHS sub-recipient contracts with a start date of 9/1/2013 will be part of the CMPS go-live on April 29, 2013. Exceptions include:

  • Women Infants & Children (WIC) Vendor & Store Contracts
  • Projects for Assistance in Transition from Homelessness
  • Training & Technical Assistance Center
  • Community Health Services-Primary Healthcare
  • Community Health Services-Primary Healthcare-Senior
  • Healthy Texas Babies
  • Title V Pre-Natal & Child Health
  • Kidney Program Contracts
  • Substance Abuse Contracts that utilize CMBHS (FY15)
  • Vendor Contracts (FY15)
  • All Health & Human Services Commission Enterprise Contracting & Procurement Services Contracts (ECPS)
